Jaipur to Remove Illegal Saras Dairy Booth Encroachments Following Supreme Court Footpath Ruling

Jaipur, India | August 2026 – The Jaipur Development Authority (JDA) has identified 130 government-allotted Saras dairy booths as illegal encroachments on public footpaths, marking the first official classification of such structures as violations. The move follows the Supreme Court’s directive affirming pedestrians’ right to safe and obstruction-free walkways.

The decision was taken during a meeting of the Traffic Control Board (TCB), where officials approved a drive to clear Saras booths and other unauthorized structures from footpaths along 10 to 12 major roads across Jaipur.

Supreme Court Ruling Drives Enforcement

The action comes in response to the Supreme Court’s June 19 ruling, which recognized access to safe and well-maintained footpaths as a fundamental right. The judgment prioritizes pedestrian movement over motorized traffic and directs local authorities to eliminate obstructions from public walkways.

Officials stated that restoring footpaths for pedestrians has become a key focus of the city’s urban mobility and traffic management strategy.

130 Saras Booths Categorized for Violations

According to JDA officials, the 130 identified Saras dairy booths have been classified into five categories based on the nature of their violations:

• 10 booths were found to be completely unauthorized.
• 15 establishments were operating in place of approved Saras booths.
• 20 booths were functioning from locations other than those originally allotted.
• 5 outlets were operating under different brand names.
• 80 booths had extended beyond their designated spaces, encroaching onto adjoining public areas.

Officials emphasized that this is the first time Saras booths have been formally listed as encroachments requiring enforcement action.

Periodic Monitoring Planned

The Jaipur Development Authority indicated that the removal drive will be accompanied by regular inspections and monitoring to prevent future encroachments.

Authorities said the objective is not only to reclaim pedestrian pathways but also to ensure long-term compliance with urban planning and traffic management regulations.

Saras Booths and Administrative Responsibility

Saras dairy booths retail products of the Rajasthan Cooperative Dairy Federation, which operates under the state’s Animal Husbandry and Dairy Department. However, the allotment of these booths is managed by the Jaipur Municipal Corporation (JMC).

The enforcement initiative is expected to require coordination between the JDA, JMC, and other civic agencies to address unauthorized structures while maintaining access to dairy retail services.

Broader Traffic Management Measures

Alongside the encroachment review, the Traffic Control Board also discussed measures to improve Jaipur’s traffic system, including action against unauthorized parking, regulation of e-rickshaws, and infrastructure upgrades aimed at improving road safety and mobility.

The move reflects a broader effort by city authorities to create safer public spaces and improve pedestrian infrastructure while ensuring compliance with urban development regulations.
