Major Push for Madhya Pradesh’s Dairy Sector
The Madhya Pradesh Cabinet, chaired by Chief Minister Mohan Yadav, has approved a comprehensive development package of approximately ₹41,000 crore, including significant investment in the state’s animal husbandry and dairy sector.
Of the total package, around ₹2,973 crore has been sanctioned for milk producers and dairy development, with ₹1,547 crore specifically allocated to strengthen processing capacity for various dairy products.
Public Works Department Minister Rakesh Singh said the investment would provide a major boost to dairy-product production while creating new opportunities for milk producers across Madhya Pradesh.
Cooperative Milk Network to Expand
A key component of the government’s Dairy Development Scheme is the expansion of the cooperative milk collection network.
The state currently has cooperative milk societies operating across approximately 7,331 villages. The government aims to increase this coverage to 26,000 villages within the next five years.
The expansion is intended to bring more dairy farmers into the organised cooperative system, strengthen milk procurement infrastructure and provide greater market access to producers in rural areas.
The initiative follows earlier guidance from Union Cooperative and Home Minister Amit Shah, who advised the Madhya Pradesh government to increase the number of milk cooperatives and accelerate dairy development in mission mode.
Milk Collection Capacity to More Than Quadruple
The approved measures also target a substantial increase in milk collection.
Daily milk collection in Madhya Pradesh is currently around 1.2 million kilograms. Under the planned expansion, this is expected to rise to approximately 5.2 million kilograms per day.
Such an increase would require significant improvements in procurement infrastructure, village-level collection systems, chilling facilities and transportation networks.
For dairy farmers, a larger organised procurement network could create additional opportunities to market milk through cooperative channels while supporting the development of the state’s rural dairy economy.
Processing Capacity Set for Major Expansion
Processing infrastructure is another major focus of the government’s investment.
Madhya Pradesh currently has dairy processing capacity of approximately 1.78 million litres per day. The state plans to increase this to 6.33 million litres per day.
The ₹1,547 crore earmarked specifically for processing capacity is expected to support the production of a broader range of dairy products and improve the state’s ability to process its expanding milk supply.
The government also plans to increase packaged milk sales significantly. Daily milk packet sales are targeted to rise from approximately 7 lakh litres to 35 lakh litres.

Strengthening Rural Livelihoods
The government expects the dairy expansion to deliver benefits beyond processing infrastructure. By increasing cooperative coverage and milk procurement, the programme is designed to strengthen the connection between rural producers and organised dairy markets.
Higher processing capacity will also allow more milk to be converted into packaged milk and other value-added dairy products, potentially supporting a more diversified dairy economy within the state.
Minister Rakesh Singh said the decisions reflect the government’s broader focus on strengthening agricultural and dairy activities while improving livelihood opportunities for farmers and dairy farmers.
Dairy Sector Becomes Part of Wider Development Strategy
The dairy investment forms part of a much larger infrastructure and development package approved by the Madhya Pradesh Cabinet. The package also includes ₹29,619 crore for implementation of the VB Ram Ji Yojana.
By combining investments in rural infrastructure, milk procurement, cooperative expansion and dairy processing, Madhya Pradesh is seeking to build a stronger dairy ecosystem over the coming five years.
The planned expansion could significantly increase the scale of organised milk collection and processing across the state, while providing dairy producers with greater access to cooperative markets and supporting the growth of value-added dairy products.
