🇮🇳 “Manthan Baithak” to Strengthen Rural Cooperatives, Focus on Dairy Sustainability

Union Minister of Home Affairs and Cooperation Amit Shah convened the ‘Manthan Baithak’ at Bharat Mandapam, bringing together Cooperation Ministers from all States and Union Territories to review the Ministry of Cooperation’s key rural initiatives. Central to the agenda were plans to expand cooperative infrastructure and usher in White Revolution 2.0, with a sharp focus on dairy sector sustainability, circularity, and last-mile rural integration.


🥛 Dairy Cooperatives: At the Heart of the Dialogue

Among the standout announcements was the government’s commitment to creating 2 lakh new Multipurpose Primary Agricultural Credit Societies (PACS), including those dedicated to dairy and fisheries, to expand service delivery at the village level. These PACS are envisioned as the operational backbone for milk procurement, chilling, value addition, and market access in rural India.

“White Revolution 2.0 will not be measured merely by milk volumes but by how responsibly we produce, process, and distribute dairy,” said Union Minister Amit Shah during the session.


🔄 Circular Economy in Dairy: The Next Big Shift

The conference saw deep engagement on embedding circularity in dairy operations. States discussed integrating cow dung-based biogas units, manure value chains, methane capture, and organic feed systems to reduce emissions and unlock carbon credit revenue.

These models align with global sustainability goals and could position Indian dairy to access climate-linked export incentives and green finance mechanisms.
