Government Strengthens White Revolution 2.0 with Expanded Dairy Cooperatives and Veterinary Services
The Ministry of Fisheries, Animal Husbandry and Dairying has outlined a series of initiatives in the Rajya Sabha aimed at strengthening India’s dairy and livestock sector. The measures focus on expanding veterinary healthcare, accelerating White Revolution 2.0, improving dairy cooperative infrastructure, and enhancing support for dairy farmers across the country.
Veterinary Healthcare Gets a Major Boost
Under the Livestock Health and Disease Control Programme (LHDCP), the Government is providing 100% central assistance for vaccination against major livestock diseases, including:
💉 Foot and Mouth Disease (FMD)
🐄 Brucellosis
🐐 Peste des Petits Ruminants (PPR)
🐖 Classical Swine Fever (CSF)
To improve access to veterinary care, 4,019 Mobile Veterinary Units (MVUs) are currently operational across 29 States and Union Territories.
Additional support includes:
🧪 Strengthening diagnostic laboratories
👨⚕️ Training veterinarians and para-veterinary professionals
🛡️ Disease surveillance and prevention initiatives
White Revolution 2.0 Expands Dairy Cooperative Network
The Government stated that White Revolution 2.0 aims to significantly expand dairy cooperative coverage by 2028–29.
Key targets include:
🏘️ Establishment of 75,000 new Dairy Cooperative Societies
🤝 Strengthening 46,422 existing cooperative societies
Progress has already exceeded expectations:
📈 67,433 societies established against a target of 54,442 by March 2026
🥛 Average cooperative milk procurement reached 700 lakh litres per day during 2025–26
Greater Support for Dairy Farmers
To help unorganised dairy farmers join the formal cooperative sector, the Government is expanding assistance under the National Programme for Dairy Development (NPDD).
Support includes:
🐄 Formation and strengthening of Dairy Cooperative Societies
🎓 Farmer training programmes
⚖️ Milk quality testing equipment
💳 Digital payment systems for transparent farmer payments
Modern technologies such as:
📲 Automatic Milk Collection Units (AMCUs)
💻 Data Processor Milk Collection Units (DPMCUs)
are being deployed to improve efficiency and ensure real-time payments.
Meanwhile, the National Dairy Development Board (NDDB) continues modernising dairy plants through:
🏭 Advanced processing technologies
⚙️ Automation systems
🌱 Sustainable energy solutions
Humane Management of Stray Dogs
The Ministry also highlighted implementation of the Animal Birth Control (ABC) Rules, 2023, which provide a statutory framework for humane management of stray dogs through:
🐕 Sterilisation programmes
💉 Anti-rabies vaccination
🏥 Animal shelters and birth control centres
Under the Special Assistance to States for Capital Investment Scheme (2026–27), states are eligible for support to establish additional animal welfare infrastructure.
National Rabies Elimination Programme
The Government reaffirmed its commitment to eliminating dog-mediated rabies by 2030 under the National Action Plan for Dog Mediated Rabies Elimination, following a One Health approach involving multiple ministries.
States and Union Territories have also been directed to fully implement the Animal Birth Control Programme in accordance with the Supreme Court’s directions issued on 19 May 2026.

The Government’s latest initiatives reflect a comprehensive approach toward strengthening India’s dairy and livestock ecosystem through improved veterinary services, expanded dairy cooperatives, modern infrastructure, digital farmer support, and enhanced animal welfare. These efforts are expected to improve farmer incomes, increase milk procurement, and support sustainable growth of the dairy sector.
