Gujarat Bans Analogue Paneer, Cheese and Butter to Protect Consumers and Dairy Industry
Gujarat, India | August 6, 2026 – The Gujarat Government has imposed a statewide ban on the production, storage, transportation, distribution, and sale of analogue paneer, cheese, and butter, citing concerns over food safety, consumer protection, and the integrity of dairy products.
The decision follows inspections and laboratory testing by the State Food Safety Department, which found several products being marketed as dairy items despite failing to meet prescribed food standards.
Statewide Ban on Analogue Dairy Products
Announcing the decision, Praful Pansheriya said the ban applies to restaurants, hotels, dairy parlours, supermarkets, caterers, traders, and other food business operators across the state.
Authorities have directed all businesses to cease the manufacture, sale, storage, transport, and distribution of analogue dairy products. Violations may invite legal action under the Food Safety and Standards Act, 2006.
Why the Ban Was Introduced
Analogue dairy products are designed to resemble traditional paneer, cheese, or butter but are often manufactured using vegetable oils, starches, and other non-dairy ingredients instead of milk.
Officials stated that when such products are marketed as genuine dairy products without proper disclosure, they can mislead consumers and undermine confidence in authentic dairy products. The government also noted that misleading sales practices can negatively affect dairy farmers and milk-based food manufacturers.
Following extensive sampling and laboratory analysis, the Food Safety Department recommended the ban after identifying products that did not comply with established food quality standards.
Businesses Directed to Sell Only Genuine Dairy Products
The Gujarat Government has instructed all food business operators to ensure that only genuine milk-based paneer, cheese, butter, and related dairy products are manufactured and sold in accordance with applicable food safety regulations.
The move is intended to improve transparency in food labeling while ensuring consumers receive authentic, safe, and high-quality dairy products.
Other States Tighten Regulations
Gujarat joins a growing number of Indian states taking action against analogue dairy products.
Maharashtra recently introduced similar restrictions on the manufacture, storage, transport, distribution, and sale of analogue paneer and other dairy substitutes, with violations attracting penalties under food safety laws.
Chhattisgarh had also earlier imposed restrictions on analogue paneer as part of efforts to curb food adulteration and misleading labeling practices.
FSSAI Pushes for Clear Labeling
The state-level actions align with broader regulatory measures initiated by the Food Safety and Standards Authority of India (FSSAI), which has directed manufacturers and food service establishments not to market cheese analogues as paneer and to clearly disclose the use of non-dairy substitutes.
The latest enforcement measures reflect increasing efforts by regulators to strengthen food quality standards, improve consumer awareness, and safeguard India’s dairy sector from misleading product labeling.
