Punjab Launches Second Phase of Chief Minister Livestock Card to Strengthen Rural Economy

The Punjab government has inaugurated the second phase of the Chief Minister Livestock Card Programme, a strategic initiative designed to promote livestock development, improve rural livelihoods, and strengthen the province’s dairy and meat sectors.

According to Deputy Director Livestock, Tanveer Ashraf Kalyar, the programme represents the government’s firm commitment to empowering smallholder and commercial farmers by facilitating financial inclusion and promoting modern livestock practices.

“This card will not only ease farmers’ financial burden but also help improve animal health, milk production, and overall income,” Kalyar stated.

Financial Empowerment for Farmers

Under the scheme, registered farmers will gain access to interest-free loans ranging from Rs 135,000 to Rs 540,000, with the flexibility to withdraw up to 25 percent in cash. This measure aims to enhance liquidity among livestock keepers while encouraging prudent investment in animal nutrition and healthcare.

The Livestock Card will formally become operational from 15 November 2025, enabling cardholders to purchase essential feed items such as vanda, mineral mixtures, and nutritional supplements from authorised dealers.

Eligibility and Application Process

Registration for the programme is currently open to farmers who own between five and ten calves or bulls. Applicants must also be registered in the Livestock Department’s 9211 system. To apply, farmers can send an SMS by typing PLC [space] CNIC number and sending it to 8070.

Promoting Sustainable Livestock Management

Deputy Director Kalyar underscored the vital role of livestock in Punjab’s rural economy, describing it as the “backbone of agricultural productivity and food security.” He emphasised that initiatives like the Livestock Card are key to modernising the sector by ensuring consistent access to quality feed, veterinary services, and financial support.

“By ensuring access to quality feed and timely financial support, the government is strengthening the foundation of the country’s dairy and meat industry,” he said.

Encouraging Youth and Ensuring Food Security

The programme is also expected to attract youth participation in livestock farming, fostering innovation and enterprise in rural communities. Through enhanced productivity at the grassroots level, the initiative aligns with broader food security and economic resilience goals across Punjab.

With its focus on financial empowerment, improved animal health, and sustainable management, the Chief Minister Livestock Card stands as a forward-looking policy measure poised to reshape Punjab’s rural landscape and advance Pakistan’s broader agricultural agenda.
