The legislation responds to the continued decline in American dairy farms. Since 1997, the country has lost more than 70% of its commercial dairy farms, while the number of operating herds has fallen below 24,000. The sector has also recorded a 40% decline in operating herds since 2017. Family farms, particularly those with fewer than 200 cows, continue to face volatile milk prices and production costs that often exceed farmgate returns.
Proposed dairy market stabilization program
A central feature of the bill is the creation of a federal Dairy Market Stabilization Program. The proposed mechanism would align national milk production more closely with domestic consumer demand and reduce the impact of persistent oversupply.

Advocates say the current safety-net system, including margin insurance and export-focused demand promotion, has not delivered sufficient long-term stability for smaller family operations. They argue that a stronger domestic supply-management system and cost-based pricing framework are necessary to protect rural economies and preserve family-owned dairy farms.
